Memory, speed and networking limitations impact the overall quality of most CCTV images, dash cam footage and body camera footage. This issue is further compounded by existing systems of oppression: where these devices are installed, who are more likely to be stopped (and therefore filmed).
Conclusions - why this matters?
Digital surveillance images a component of a biased "procedural algorithm" enforced by the legal system. Arrests, convictions + incarcerations, as well as notions of "guilt" + "innocence" based on images that are:
- Fragmented
- Incomplete
- Misunderstood
